Elderly more satisfied with health insurance than younger Americans

WASHINGTON ? Elderly Americans on Medicare are substantially happier with their insurance coverage than their younger counterparts who rely on commercial insurance, according to a new national survey.

Only 8 percent of Medicare beneficiaries 65 or over rated their coverage ?fair? or ?poor,? the nonprofit Commonwealth Fund found.

By comparison, 20 percent of those with employer-based coverage gave their insurance plan low marks. And 33 percent of people who bought insurance on their own reported unhappiness with their coverage.

?There are a lot of myths out there,? said Commonwealth Fund President Karen Davis, the lead author of the report published in the journal Health Affairs. ?It is important to remember how well Medicare performs.?

The findings come as Washington policymakers prepare for a renewed debate, probably early next year, over the future of the massive entitlement program that covers about 50 million elderly and disabled Americans.

Republicans, including former Massachusetts Gov. Mitt Romney, the presumptive GOP presidential nominee, want to convert Medicare into what they call a ?premium support? program that gives beneficiaries vouchers to buy a private insurance plan of their choosing.

?Choice and competition remain the only means by which costs can be brought under control without sacrificing quality,? House Budget Committee chairman Paul D. Ryan, R-Wis., said in a recent interview with the conservative newspaper Human Events.

Those on Medicare are also more likely to rate the quality of their care as excellent and less likely to report problems paying their medical bills or accessing needed care because of cost, though Medicare beneficiaries who are disabled report less satisfaction than elderly beneficiaries.

The Commonwealth Fund researchers found more mixed results comparing the attitudes of seniors in traditional Medicare with those in Medicare Advantage who have signed up for a private health insurance plan to administer their Medicare benefits. Only 6 percent of those in traditional Medicare rated their insurance ?fair? or ?poor,? while 15 percent gave their Medicare Advantage plan that?assessment.

California considers unconventional parenting law

California, the battleground state for the arguments for and against same-sex marriage, is now considering an unconventional law that would allow children to be legally granted more than two parents.

The bill -- SB1476 -- would apply equally to men and women, and to homosexual or heterosexual relationships. Proposed by State Sen. Mark Leno, D-San Francisco, it has passed the Senate and awaits an Assembly vote.

Leno cites the evolving American family, which includes surrogacy arrangements, same-sex marriages and reproductive techniques that involve multiple individuals.

"The bill brings California into the 21st century, recognizing that there are more than 'Ozzie and Harriet' families today," Leno told the Sen. Mark Leno, D-San Francisco." target="external">Sacramento Bee, which first reported the story.

Leno told ABCNews.com that he recognized a "problem" in the legal system in 2011 when an appellate court placed a girl in foster care when her legally married parents -- two lesbians -- could not care for her.

The child was taken into state custody when one of her mothers was jailed and the nonbiological mother was hospitalized.

The court did not have the authority to appoint the girl's biological father, with whom she had a relationship, as a legal parent. That third parent could have "benefitted the well-being of the child," said Leno.

"We are not touching the definition of a parent under the current law," said Leno. "When a judge recognizes that a child is likely to find his or her way into foster care and if there is an existing parent who qualifies as a legal parent, why not have the law when it is required to protect the well-being of the child?"

Parents would have to qualify under all legal standards and agree on custody, visitation and child support before a judge could divide up responsibilities.

Several other states, including Pennsylvania, Delaware, Maine and the District of Columbia, recognize more than two parents.

"Most children have at most two parents, but some children have more than two people in their lives who have been a child's parent in every way," says Leno in his fact sheet on the bill. "For example, a child raised from birth by a biological mother and a non-biological father may also have a relationship with his or her biological father.

"In such a situation, the child may consider both adults in the home to be parents, as well as his or her biological father. In such a case, it may be in the child's best interests to have a legally protected relationship with all three of the parental figures in his or her life."

Glenn T. Stanton, director of Global Family Formation Studies for the conservative group Focus on the Family, argues that the bill appears to advocate for children's rights, but in reality gives adults legal protection to create "radical families."

"We hear all this celebratory talk about 'new families,' but there is no sociological, psychological or medical data showing any of these new family forms have served to the elevate the general physical, mental, educational or developmental well-being of children in any meaningful way," said Stanton.

"That job is best done for children by their own mother and father," he said. "And this bill would only take us farther down the trail of more 'experimental families' that fulfill adult desires, but consistently fail our children."

But Leno argues that a new law would address more than just same-sex families, including one in which a man raises a nonbiological child with a woman, but the child also has a relationship with the biological father.

A lesbian couple, for example, might also want to include a male friend who provided sperm for the conception of their child as a legal parent.

Leno maintains that it is in the best interest of a child to designate multiple parents to provide financial support, health insurance and other state benefits.

Not to do so can have "disastrous emotional, psychological, and financial consequences for the child," according to Leno.

Adoptive Families Might Use Law

Such a law might serve not only same-sex families, but adoptive ones as well, where there may be a relationship with a biological parent.

However, Adam Pertman, executive director of the Evan B. Donaldson Adoption Institute, said situations where the law might be applicable are "pretty limited."

"Most people don't aim for this and don't need it," he said. "It's an arrangement that's created for specific circumstances -- but I don't see a big trend here."

"People in the adoption world get very concerned about a law like this," said Pertman. "One of the concerns they have about open adoptions is co-parenting and it simply is not. There are circumstances where there is a real need and individual cases where it serves the needs of the child. That should be the focus, to have a law that permits the child to get what he or she needs."

And some legal experts in California question the impact of such a law on an array of issues like tax deductions and wrongful death suits.

Leno acknowledges that the law might be applied in "rare circumstances" and only when it is required "for the best interests of the child."

"Some of the hyperbolic corners of the opposition are suggesting there could be four, six or eight parents," he said. "But I think that it will not be used when a child has too many parents, but when there are too few."

The bill was co-sponsored by the University of San Diego School of Law's Children's Advocacy Institute and the National Center for Lesbian Rights.

American mauled by chimps has 6-hours surgery

A U.S. student was viciously attacked by two chimpanzees at preserve in South Africa. His sister says he lost his ears, a leg and toes in the attack. NBC's Rohit Kachroo reports.

A U.S. graduate student who was attacked by two chimpanzees while leading a tour at a sanctuary for abused animals underwent six hours of surgery on Sunday at a hospital in South Africa.

Andrew Oberle, 26, suffered extensive soft-tissue injuries to his arms and legs. His wounds were cleaned and stitched under induced sedation, said officials at Mediclinic Nelspruit hospital in Nelspruit, a city east of Johannesburg. He remained in critical but stable condition.

Oberle, a University of Texas at San Antonio graduate student, was mauled Thursday by two large male chimpanzees?who pulled him?under a fence into their enclosure at the Jane Goodall Institute Chimpanzee Eden near Nelspruit.

Oberle's sister, Elizabeth Sosa, told the St. Louis Post-Dispatch that Oberle, who grew up in St. Louis, lost his ears, his left arm and all his toes in the attack.

Chimp Eden, a joint venture with the ape conservation institute founded by renowned U.S. primatologist Jane Goodall, is a sanctuary for ill-treated chimpanzees rescued from the illegal pet and bush meat trades and from the entertainment industry.

Andrew F. Oberle was attacked by chimpanzees at an animal sanctuary in South Africa.

Sanctuary director David Oosthuizen said Oberle was?working on?a master?s degree in anthropology and primatology and was inspired by Goodall to study chimps. He was working as a guide and was with a group of tourists at an enclosure holding adult male chimpanzees when he was attacked by two of the larger males, named Nikki and Amadeus.

At a press conference Sunday, Eugene Cussons, managing director of the chimp sanctuary and host of the Animal Planet show "Escape to Chimp Eden," said the animals became aggressive when Oberle tried to retrieve a rock from within their enclosure, according to NBC News.

Witnesses?reported seeing?Oberle climb over an outer fence into a ?no go zone? and step onto a rock jammed against the mesh of an inner fence, apparently so the chimp couldn?t take it and use it as a projectile, Cussons said. That?s when one chimp reached under the fence, grabbed Oberle?s foot and dragged him about 100 feet, Cussons said.

Oberle struggled, was repeatedly bitten?and became partially lodged underneath the fence.

The two chimps then turned on a vehicle that included sanctuary staff. They decided they couldn't get out to retrieve Andrew, so they retreated to a safe zone and prepared darting equipment.

Cussons said he got out of the vehicle with a handgun and fired two rounds toward the chimps. The gunfire did nothing so Cussons retreated back to the vehicle.

One chimp then jumped onto the vehicle and broke the windshield. Cussons said he fired one round through the window, striking Nikki. The wounded chimp made "vocalizations of submission and anxiety" and walked away, Cussons said.

Cussons then found the injured Oberle, with deep lacerations and extensive damage to his hands and feet. An ambulance arrived and took him away.

It was the first such attack since Cussons, working with Goodall's renowned international institute, converted part of his family's game farm into the sanctuary in 2006.

?You can train for it, you can do your best to prepare," Cussons told The Associated Press. "But when it actually happens, it's shocking and traumatic for everyone."

Cussons said it was the first time he had asked Oberle to speak to visitors. The student had arrived last month for a follow-up visit after an extended stay to observe the chimps a year or so ago, Cussons said. As a researcher, Cussons said Oberle had been trained to ensure he understood how the animals might behave and knew to keep a safe distance. Cussons said Oberle was given additional training before addressing the tour group.

Cussons said Oberle broke the rules by going through the first of two fences that separate humans from the chimps. The chimps then grabbed him and pulled him under the second fence, which is electrified. Cussons said it was unclear why Oberle had moved so dangerously close.

Oberle's mother, Mary Flint, said Friday that her son knew the risks of working with chimps and would not want them blamed for the attack.

"He adored them," she said. "Since he was a little boy he just loved them, and I just have faith that ... when all is said and done, he's going to go right back into it."

The sanctuary remained closed Sunday.

Jennifer Ngo, 32, a special agent for the FBI, played basketball when she was in college. Elyse Darefsky, 54, an IT manager at Cigna, was a big collegiate volleyball and basketball player. And Sarah Ann Slater, 23, who starts graduate school at the London School of Economics in the fall, was a junior tennis champ.

Engaging in sports in youth can help women, and men, attain career success later in life, and many prominent women often point to that experience as a reason for their ability to climb the ladder.

Irene Rosenfeld, CEO of Kraft Foods, played everything from field hockey to basketball when she was in high school; former Alaska governor and vice-presidential candidate Sarah Palin touted her sporting past as a basketball player for the Wasilla Warriors; and SEC Chairman Mary Schapiro was a lacrosse player in college.

As Title IX celebrates its 40th anniversary, hear from three women who've seen the battle from all sides.

Of her lacrosse background at Franklin & Marshall College, where she captained the first varsity team in 1977, Schapiro told Lacrosse Magazine in the March issue, that the game helped her professional life.

?Lacrosse is truly a team endeavor,? she said. ?You have work together, you have to be constantly mindful of where your teammates are, you have to be willing to be in the supporting role, you have to be able to read signals and be prepared to regroup ? all of these are important to workplace success. It also taught me to take risks.?

According to a report by research firm Catalyst published in May, 82 percent of women executives played organized sports after elementary school, and nearly 60 percent said it gave them ?a competitive edge over others in the business world.??

Learning how to compete is among the top life skills youth sport members gain from their participation, according to research from Boston University?s School of Education published last year.

There is ?a direct transfer of life skills from sport to work,? found the research titled ?Career Success and Life Skill Development Through Sports,? which was part of a doctoral thesis by Gavin Bruce Barton.

He found that besides competitiveness, sports participation also developed an individual?s work ethic, ability to handle pressure, resilience, teamwork and confidence.

Surprisingly, the study also found, that ?sport participation as a source of life skill development was cited far more frequently than family, work or education.?

And, the author added, ?Life skills developed in sport can contribute to later work success.?

You don?t have to tell Cigna?s Darefsky?s that. ?I learned more playing sports than I did in school,? she explained. ?I was an introvert, and the confidence that you gain playing sports, you can?t measure that.?

She recalled going on her first job interview at Cigna in her final year of college, right after her basketball team at Clark University had a huge win over Dartmouth. ?It gave me a sense of confidence,? she said, allowing her to nail the interview.

Slater, the recent grad who played tennis, also has seen the benefits.

?Being a part of sports actively in my youth and throughout my adolescence really taught me a lot about discipline, time management, and taking responsibility for myself and my own successes or failures,? she said. ?Even though I am not active in competitive sports any more I?was able to successfully transfer those skills into other arenas of my life, mainly academics as a college student, and they continue to be a part of all decisions I make as I go forward with my life.?

Clearly, youth sports can be an ultimate career boon, and Title IX has opened the door for?many women to participate and then reap the future benefits, said Marilyn Strawbridge, professor of physical education at Butler University in Indianapolis, who has studied the impact of sports on women.

Despite the law?s success, however, we have a long way to go when it comes to ensuring more girls get some serious locker room time, an experience that will only help them as they go out into the work world.

?Title IX has been wonderful but there?s still parity to be reached,? stressed Strawbridge. ?Unfortunately we?re still seeing lower rates of sports participation by girls in high school and college and they still get a smaller part of the athletics dollar.?

And that?s a problem given the payoff sports engagement offers women later in their careers and in their lives overall, she pointed out.

?Women in sports are better equipped to view themselves as equals; they know how to compete and put themselves out there, and take risks for something better,? she explained. ?They live with consequence and are healthier individuals all the way around, mentally and physically.?
